The policy of War Communism implied a food dictatorship, which was unhappy with the common people who made up the majority of the population. The Bolsheviks, representing the red movement, were forced to soften their policy, which helped them to defeat the Mensheviks and Socialist-Revolutionaries in the war: they were able to regain people’s confidence.
