At an early stage of development, a class-representative monarchy was formed in many states. Then it was replaced by an absolute one. In the Old Russian state, there was also an estate-representative monarchy. Under such a system, the state was ruled by a tsar or prince with the help of estate bodies. At first, these were Zemsky Sobors, Veche, Boyar Duma. They had no legislative or executive function. They often just took part in the discussion of future reforms and laws. They acted as advisers.
