How are the seeds located in the buds?

The seeds in the cones are under the scales. Two seeds are stored under each scale, and empty scales are found at the very base, at the tip and in the middle. The scales on the cone are arranged in a spiral, relative to the stem. A mature bud opens and seeds fall out, ready to germinate.
