It happened that they took away everything at all and did not leave it for sowing. The seizure of grain was compulsorily carried out by a rabble, which was authorized by the government. There was no point in farming anymore. People were drawn to the cities. Such actions led to hunger and discontent. There was still not enough bread for the cities. The inhabitants of the cities were starving and the enterprises did not work. The riots even spread to military units.
