Almost immediately from the moment Justinian 1 came to power, and this was in 527, the Byzantine emperor began to implement a number of transformations and reforms. It is worth noting that the reformers in Constantinople were not liked, therefore the rulers had to go for a deception, convincing the people that we were not introducing something new, but returning to the old, long forgotten. Legal reform resulted in a complete revision of Roman law and consolidation. It became the basis of Roman civil law, which later gave its influence both on the laws of early monarchies and on modern legal norms.
