No, the British managed to do a lot of useful things for India before 1947:
We left English as the state language. This helped the Indians a lot both in internal affairs and, for example, in the development of their school of programming.
They built many lines of railways, they passed to India as a colonial legacy.
We have built many architectural objects (forts, palaces), now these are tourist sites.
Universities were created, and many Indian specialists were educated there, including those who fought for independence.
