Conservatives assigned a decisive role in the development of society to adherence to traditional values, religious and cultural traditions, and morality. The state was considered the result of the natural course of things, of human history. They advocated a strong state power, maintaining its high authority. Society was likened to a very complex organism. The main principle in any reforms was considered to be the principle “Do no harm”. They sharply opposed all kinds of radicals and revolutionaries.

Liberals advocated, first of all, civil rights and freedoms of the individual, freedom of entrepreneurship, minimized state interference in the economy, did not object to changes in the culture of society and morality. They believed that the main task of the state is to guarantee the fundamental civil rights of the individual, to ensure the equality of all before the law, and the transparency of the authorities at all levels.
