The Russo-Japanese War was not popular in society, therefore, a year after its start, the first Russian revolution took place, and the final stage of the war preceded the publication of the manifesto on October 17. Thus, the political development during the war years led the empire to a dualistic monarchy, which for a short period (until 1917) replaced the autocracy in Russia.
