What was the significance of the 20th Congress of the CPSU and the exposure of Stalin’s personality cult there?

Stalin’s personality was idealized as much as possible during all the years of his reign. At the same time, no one ever mentioned those cruel decrees and ideas of the leader that ruined the lives of millions of people throughout the Soviet Union. After the XX Congress, when Stalin’s crimes were announced aloud and before the whole world, it became clear that the regime was gradually beginning to change. Khrushchev, then in power, took a course towards a more liberal government, without suppressing the individual. However, this undertaking was never completed by him.
