What was the significance of the creation of the fleet for the Russian state?

The creation of the fleet dates back to the reign of Peter I (1689-1725). Before him, something similar to the fleet was only in the White Sea (Pomor Kochi), as well as on the rivers of Siberia and in the Sea of ​​Okhotsk (you can recall the sea expedition of Dezhnev and Popov).
The fleet appeared in the Baltic, and in 1700-1711, that is, before the defeat in the war with Turkey, there was a flotilla in the Sea of ​​Azov.
Military significance – successful waging of the war with Sweden, naval victories at Gangut (1714) and Grengam (1720).
Further, the fleet helped in the defeat of Turkey during the war of 1768-1774 (Battle of Chesme, 1770).
