When was the USSR formed?

The decision to create the USSR was made at a conference attended by delegations from four leading republics: the RSFSR, the ZSRSR, the Ukrainian SSR and the BSSR. It happened on December 29, 1922. This decision was confirmed immediately the next day – December 30.
