Where did the first states appear on the territory of ancient Greece?

In Ancient Greece in the II millennium BC. there were two centers of civilization:

The island of Crete. There was a Cretan-Minoan culture on it, which left behind the palace of the rulers of the city of Knossos, it was very advanced for its time.
Peloponnese Peninsula. There appeared the second center of civilization – the city of Mycenae. That is why the civilization on the shores of the Aegean Sea in the middle of the 2nd millennium BC. called Crete-Mycenaean.
