Who sets the boundaries for freedom of behavior?

Freedom of human behavior can be regulated by several mechanisms.
1. The mechanism of the law. Freedom can be limited by the imposition of legal sanctions. For example, we cannot just take and smash a shop window like that. For these actions, we will have to be punished. Everything that we cannot divide is fixed in several codes that streamline different spheres of life: the labor code, the criminal code.
2. The law cannot regulate everything, therefore the boundaries of freedom are also established with the help of morality. This tool is expressed in the public condemnation of wrongful acts that are contrary to moral norms.
