Why did Alexander 3 not support the Loris-Melikov project?

The constitution of Loris-Melnikov was developed under Alexander 2. It did not imply a fight against dissenters, their physical destruction, but the granting of the right to representatives of all classes to participate in the discussion of bills. They did not have time to accept it, since Alexander 2 was killed. Alexander 3 adhered to more conservative views, believed that freedom should be controlled, so he refused to accept such a project.
