Why do military-administrative signs prevail in the Hunnic state?

This can be explained by the following reasons:

1) The state itself among the Huns was divided into certain regions (there were 24 of them in total). They closely resembled a Western European feud;

2) The ruling class was at the same time a military estate.

Thus, we can say that the Hunnic state possessed all the features of a military-administrative country.
