Why was the regime established in France in 1958 called the regime of personal power?

This regime means the political ideology in France in the 50-60s of the twentieth century, based on the ideas of General Charles de Gaulle and called “Gaulism”. At the same time, the constitution of the Fifth Republic was adopted. This regime is called the regime of personal power because of the great authority of de Gaulle and the presence of broad powers of the president, provided for by the constitution.
