Why were the Bolsheviks able to establish the power of the Soviets in Russia?

The Bolsheviks were able to seize power because they acted harmoniously. During the October Revolution, they captured all the most important administrative and strategic buildings (arsenal, administration, etc.). That is, they could control the situation in this way. The provisional government turned out to be powerless before them. Ultimately, the Bolsheviks, without encountering resistance, were able to take control of the capital and seize power in the country.
