A short description of France at the beginning of the 20th century.

At the beginning of the 20th century, France was headed by a president. The form of government was a republic. The President had the power to appoint ministers, but he did not have the power to make decisions alone. The legislative branch was parliament, which consisted of an upper and lower house. His functions included consideration of bills, adoption of laws of the republic, as well as approval of the country’s budget. The lower chamber was engaged in this. The upper was the Senate, which approved the proposals of the lower house.
