Against which country of Hitler’s Germany was the Barbarossa plan developed?

This military plan was directed against the Soviet Union. The plan itself began to be developed long before the outbreak of hostilities. In fact, they began to develop it almost immediately after the signing of the non-aggression pact in 1939. The essence of this plan was to capture a significant part of the western territories of the USSR, defeat the Soviet troops and prepare these territories for further use as living space.
