At what stage in the organization of society did writing appear among the Egyptians and Sumerians?

Among the Egyptians, as well as among the ancient Sumerians, writing arose approximately in 4-3 thousand BC. In the beginning, it was cuneiform, which was represented by a set of signs and drawings. In the early periods, clay tablets were used to preserve and record information, on which symbols were squeezed out or carved.
