By whom, when and why was the Athens Maritime Union established?

According to ancient authors, the Athenian sea union is the creation of the rival of Themistocles Aristides. In 477 BC. the policies of the Aegeis appealed to the Athenians with a request to send Aristides to them, so that he, having become acquainted with their incomes, would determine the size of each contribution. The foros contribution included the cost of ships supplied by the allies, and deductions for the maintenance of the fleet and the conduct of the war. The Union was a voluntary association, but from the first years of its existence, the dominant place in it belonged to Athens.
The task of the union is to fight against the Persians for the liberation of the Greek states that fell under their rule. This task was completed by 454 BC. The first period of the existence of the union ended, but the union survived even after the signing of the Peace of Kalliev, since there were also economic reasons: the interest of the allies, especially small policies, in trade relations with Athens, which ensured freedom of navigation in Aegis, who fought against piracy. Contributed to the preservation of the Athenian arche and the fact that Athens supported democratic regimes and allied states.
