Can a state have rights without obligations or obligations without rights?

In my opinion, a state where one of two things will prevail: either rights or duties, there will be complete anarchy or tyranny. In the state, everything should be interconnected, people should have rights and bear the corresponding responsibilities for the rights granted to them. If you give a person only rights, while not controlling him with obligations, then anarchy will begin in the state. The same is true if you deprive a person of all rights and oblige him to fulfill any obligations incorrectly. It is a tyranny that does not lead to anything good. Sooner or later, such a state will end its existence.

A person today needs to study almost all his life, mastering everything new and new, acquiring the necessary professional qualities.
