Can an information society exist without a state?

I believe that nothing can exist without a state. Everything here is very simple in my opinion. There is a state, there is its domestic and foreign policy, and there is a society, which receives information regarding the implementation of this policy. Also receives information about cultural and other social life in the country. So, the state itself generates the information that society receives, and therefore society cannot exist without the state, in my subjective opinion.
