Can animal behavior be explained only by conditioned reflexes?

It is impossible to explain the behavior of animals only by conditioned reflexes, since conditioned reflexes are developed with the appearance of experience under the influence of stimuli. There are also unconditioned reflexes. For example, the sucking reflex in mammals. But reflexes do not explain the behavior of animals, since these are just actions on a stimulus. For example, we cannot explain why some animals live in colonies, show cruelty or kindness to other animals, why some birds collect shiny things using only reflexes.
