Can human rights be protected in a weak state?

In an economically and politically underdeveloped state, children’s rights cannot be protected, or will be insufficiently protected. This concerns not only the rights of children, but also the rights of adults, since a weak state is not able to satisfy all the needs of the citizens of this state.
