Can the creation of the German Confederation be considered a solution to the issue of unification in Germany?

The German Confederation was formed in 1814 during the passage of the Vienna Congress. This organization allowed Germany to rally its disparate parts and preserve cultural and traditional experiences. Such an alliance was not a fact of the complete unification of Germany. He only consolidated the old traditions of Prussia at the beginning of the 19th century. In order to deal with representative questions, a general Bundestag was created. But the consolidation of a single state happened later. It was possible to completely centralize individual parts in 1871.
