Can the Holy Roman Empire be considered a state?

The Holy Roman Empire was formed in 962 AD by the Germanic King Otto the First. She was the successor to the disintegrated Roman Empire and the state of Charlemagne. Throughout its 850-year history, it remained a quasi-state: it did not have a centralized power, feudal strife were constantly waged on its territory, free cities, principalities, and duchies were allocated. The power of the emperor was never absolute, but was limited to the estate of the highest aristocrats.
