Can we assume that Nicholas I continued the reforms of Alexander I?

Historians attribute the reign of Nicholas I to the period of counterreforms, since the emperor was afraid of a repetition of uprisings and protests. The reign of Alexander I was marked by major liberal reforms in many spheres of life, but these reforms were not brought to their logical conclusion, after the Patriotic War a period of regression and stagnation began, which became one of the reasons for the Decembrist uprising. Nicholas I drew the wrong conclusions about the reforms and began to “tighten the screws” even more not only in Russia, but also in Europe.
