Can we say that the policy of enlightened absolutism was initially doomed to failure? (18 century)

The policy of enlightened absolutism was introduced by Catherine II in order to centralize her power, but at the same time to support the development of the empire. Such measures were a foregone conclusion, since the countries from which Catherine borrowed these views were rapidly moving to a new stage of development. During her lifetime, Catherine witnessed the execution of the English king, who sought to suppress aggression from the people. Enlightened absolutism could not exist in the country for a long time, since many had already embarked on the path of limiting the monarchy.
