When William II came to power, the management of domestic and foreign policy in Germany was carried out with the significant participation of Otto von Bismarck. He did his best to increase the importance of Germany in Europe. A conflict between the two leaders was inevitable, and as a result, it led to the resignation of the chancellor, which was perceived with alarm in the European powers.
