Athens is an example of democracy, where all decisions were approved by the popular assembly. In Sparta, power belonged to two kings who acted alone. In Athens, people enjoyed personal freedom: both the demos and the aristocrats. There were few slaves, and mostly they came from among the peoples who had suffered defeat in wars. In Sparta, all people were divided into slaves (helots) and warriors who had freedom.
