The republic was proclaimed by the Constitution of 1795. The legislative power in the country was represented by the Council of Elders and the Council of Five Hundred. The Council of Five Hundred came up with legislative initiative, and the Council of Elders approved bills. The executive branch was in the hands of the Directory, which consisted of five people appointed by the Council of Elders. Judicial functions were carried out separately from the executive and legislative branches; judges could not be deprived of their powers by these bodies.
