Describe the main activities of NEP.

The main component of the NEP was the introduction of a tax in kind (made up 30%) instead of the surplus appropriation (made up 70%). A new Land Code was also adopted. According to it, it was allowed to take land on lease, and also to use hired workers to work on it. Private traders were allowed to lease some enterprises, industry was transferred from the state to private individuals. During the NEP, cooperatives were also returned, and a free exchange of agricultural products was introduced.
