Do power line wires have inductance?

By definition: inductance (or self-induction coefficient) is the proportionality coefficient between the electric current flowing in any closed loop and the total magnetic flux created by this current through the surface, the edge of which is this loop.
Since power lines do not create a closed loop, they do not have inductance.
