Do you think that Russian society is civil? why?

Civil society is “a collection of non-governmental organizations and institutions that manifest the interests and will of citizens.” Civil society includes the family and the private sphere, called the “third sector” of society, distinct from government and business.
According to other authors, “civil society” is used in the sense of 1) a set of non-governmental organizations and institutions that manifest the interests and will of citizens 2) individuals and organizations in a society that does not depend on the government.
Based on the first concept, Russian society is civil, but in the second, in terms of protecting the public interest, Russian society is not yet civil.
