It is not beneficial for the government that the people profess a religion that is “not the main one.” Religion was supposed to unite people, instill common traditions and morality. If a person professes a different religion, then he will have different views and judgments, therefore the official religion in tsarist times was one and it was impossible to disconnect from the main church.
