Explain why states enshrine human rights in law. Why was it not enough to limit ourselves to the adoption of the Universal Declaration of Human Rights and the International Covenants?

The world is not a single state. There are universal human rights, but the whole world cannot live happily and unitedly according to them. In addition to human factors, there are also national and cultural characteristics of a particular people. For example, the mentality of the Japanese people is fundamentally different from the mentality of the Russian people, therefore each of these peoples needs its own set of norms, rules and laws.
