Decision:

M = s / S.

1) M = 0.7 / 14 = 7/140 = 1/20.

2) First, we translate km into cm, knowing that 1 km = 1000 m = 100000 cm:

14 km = 1400000 m

M = 2.5 / 1400000 = 25/14000000 = 1/560000.

3) M = 2.8 / 14 = 28/140 = 1/5.
