For what purpose was the tough policy of the USSR pursued?

The tough policy of the USSR is associated with only one ruler, who was the organizer of repression, executions, hunger (because the volume of grain cultivation was reduced) and other illegal actions against his people. It was Joseph Stalin. He pursued such a policy in order to remove unwanted people, and also to keep power in his hands. In the late 40s, a new wave of tough politics began. It was a struggle against “cosmopolitanism” and “servility to the West.”
