For what purpose were the laws of Hammurabi created?

The laws of Hammurabi, created under the eponymous king of Babylon in the 1750s BC, were the result of a major reform designed to complement the norms of behavior accepted in society at the time. The laws were carefully thought out and reflected in the social and legal system. Unlike most states of the ancient East, there was practically no religious motivation for legal norms, and this makes the laws of Hammurabi the first legislative act in history.
