Foreigners who did not have civil rights in Athens were called?

These were the so-called meteki, incomplete citizens of Athens (at the same time, not only the settlers themselves, but also their descendants were considered as such). They were personally free, had the opportunity to engage in trade and crafts, carried out military service, but did not have civil rights – in particular, they could not own land, could not marry Athenian women, and paid a special tax. Metek could become a citizen if he performed some outstanding deed – for example, a military feat. Not only the meteki, whose number was quite large, were excluded from the number of citizens, but also women and, of course, slaves, so that the Finnish democracy was a democracy for a few.
