From which people did the Romans take over the custom of building a city?

The ancient Romans lived in the central part of modern Italy, and more developed civilizations existed next to them, like the country of the Etruscans or the Greek colonies of Italy. The first of them had the greatest influence on the Romans, and much of their customs passed into Roman culture. This became especially evident after the Romans conquered the homeland of the Etruscans. This applies to urban planning, especially the water supply system, the construction of aqueducts, laying the foundation, medicine and gladiatorial battles.
