Greco-Phanariote Regime: Progressive or Limited?

During the period of the Greco-Phanariotic regime, there was no centralized state. This was the reason that it was losing its power: there was no single army, the power of the Lord was limited, because military powers were formal, and judicial functions were removed. Members were appointed to the governing bodies. There was also a difference between the estates: the boyars had many privileges, the representatives of the lower estates had practically no rights. This all speaks of limitation.
