How and why did the government policies in Poland and Finland differ?

Finland initially had broad autonomy. The inhabitants of Finland were allowed to leave their original principles of management and life. The government of the Russian Empire tried, using the example of Finland, to test new principles of government, which could subsequently be used in the future for the entire empire. It should be added that Finland ceded to Russia in the Peace of Tilsit. In general, Finland did not cause trouble for the central government, since there were no anti-imperial protests and riots in this country.
In Poland, on the contrary, the position of Poland’s independence was strong. The representatives of the Polish nobility hoped that the emperor would grant independence to Poland. Not limited to this, uprisings constantly broke out in this country. For this reason, the government of the Russian Empire could not introduce liberal laws in Poland. On the contrary, a tough police regime prevailed.
