In the normal state, the structure of the electron shell of the C atom looks like this 1s2 2s2 2p2. However, there is a free p-orbital on the second electron shell, to which an electron can transfer from the 2s-orbital. Then we have 1s2 2s1 2p3 (4 valence electrons at the outer level).
