How did social norms arise and develop?

Social norms appeared along with the first people, their society.
The community is the first social form of uniting people, which is based on the unity of family ties and cultural norms. Further, the norms passed into a broader framework: these were no longer family ties; villages arose with their elders, cities, states.
Norms most often develop slowly and over a long period of time, although some can take hold quite quickly.
