How did the administration in Athens and the Roman Republic differ from the administration in Ancient Egypt, Persia, China?

In Athens, power was in the hands of the National Assembly, that is, democracy existed there.

There was a republic in ancient Rome, so the functions of state administration were performed by the Senate, which accepted and resolved various issues.

In ancient Egypt, all power was in the hands of the Pharaoh, who, in fact, was a living idol for the entire people.

There was a despotism in Persia, which very much resembled an absolute monarchy.

In China, too, all power was in the hands of one ruler – the emperor.

That is, we can conclude that in Rome and Athens, the government was more democratic and directed at the people themselves.
