How did the foreign policy of the USSR during the perestroika period reflect the peculiarities of domestic policy?

The policy of glasnost and the reforms of the “perestroika” period, first of all, affected the internal system of the state, and only then – the external one. So, society’s access to the resources of power, publicity and the discovery of cruel crimes of power against its own people in the 1920s-1950s, the change in ideology from socialist to more free, open, the introduction of the possibility of cooperation and independent production with the help of economic reforms – all this helped Soviet power to begin an active revision of foreign policy. Western countries and capitalists were no longer “enemies” and imperialists – the United States and Europe resolved political crises in accordance with the USSR. Domestic reforms of the 1980s also helped to resolve issues of nuclear weapons and the race between the United States and the USSR.
