How did the Greek polis differ from the Eastern despotism?

The Greek polis was a separate city-state, which had its own government or oligarchy, or democracy, or monarchy. The states in the east were united and ruled by one person – a despot. Most often, the power of the king was unlimited, while in Greece the rulers depended on councils or other state bodies.
