How did the uprisings of the 18th century differ from the speeches of the rebellious century?

In the 18th century, the uprisings were more organized, large-scale (for example, the Pugachev uprising was in many regions of the country). The reason was the already formed serfdom, the expansion of feudal land tenure. Mostly peasants took part in the speeches. In the 17th century, protests were not only against the introduction of serfdom, but also because of the increase in taxes. Not only peasants, but also city dwellers took part in them.
